How do we know whether the fibro is bonded or friable?
By condition as much as material. Intact cement sheet is bonded; sheeting that salt air and weather have broken down may have to be handled as friable, which changes the licence class and the controls entirely.
Is the site cut usually part of the job?
On a sloping block, yes. The same machine and trucks are already there and the classification is already settled, so doing it on one contract avoids a handover in the middle.

Yes. A cut is taken in benches from the high side with each level stable before the next, machines have to be able to work on a grade, and tippers are usually staged at the street rather than at the work face.
