Because the ridge is shale and the gullies are sandstone. A block on the ridge is usually in clay rich shale derived soil; one falling into a gully is as likely to be in rock. It is not something that can be judged from the street.
Do you need a geotechnical report?
Not to start, but it is worth more here than almost anywhere. Without one the rock is priced on a rate; with one the range narrows a long way and the price follows.
