Air Monitoring and Clearance Certificates
Independent sign off, by somebody who did not do the removal
Air monitoring during and after asbestos removal, and the clearance certificate that lets the next stage of work begin. Carried out by a licensed asbestos assessor who is independent of the removalist and independent of us. That independence is the point of it.
Removal by licensed asbestos removalists. Max holds demolition licence AD214737
Before anything starts
Six things have to be settled first, and not all of them are ours
Most jobs that run late run late on this list rather than on the work itself. Each line says who owns it.
- 01
Removal scope confirmed
Who Max, with the removalist
The assessor needs to know what was removed and from where, in order to clear it.
- 02
Independent assessor engaged
Who Max
Engaged separately from the removalist. The person checking the work cannot be the person who did it.
- 03
Monitoring plan
Who The assessor
Where the monitors sit and how often. On friable work monitoring runs throughout, not only at the end.
- 04
Area cleaned and prepared
Who The licensed removalist
Clearance is not a formality. If the visual inspection fails, the cleaning repeats before anything is sampled.
- 05
Visual inspection
Who The assessor
Before any clearance air monitoring, the area is inspected for visible residue and debris.
- 06
Certificate issued
Who The assessor
Issued to you. Keep it: it is the document that proves the area was cleared.
Scope
What the quote does and does not cover
Stated side by side so there is nothing to discover later. Anything in the right hand column can be added, it is simply priced separately.
Included as standard
| Item | What that means |
|---|---|
| Independent licensed assessor | Engaged for the job |
| Air monitoring | During friable work, and for clearance after removal |
| Visual inspection | Of the removal area before clearance sampling |
| Clearance certificate | Issued by the assessor to you |
| Coordination | We arrange the assessor and sequence them against the removal |
| Records | Monitoring results and the certificate, handed over |
Quoted separately
| Item | Why it is separate |
|---|---|
| The removal itself | Carried out by the licensed asbestos removalist |
| Re-cleaning after a failed clearance | The removalist returns, at their cost or yours per contract |
| Ongoing workplace monitoring | A management obligation rather than a project clearance |
| Soil validation sampling | A different process, done by an environmental consultant |
| Occupational health assessment of individuals | Not part of a site clearance |
| Certification of areas outside the removal scope | Clearance follows the removal boundary |
The detail
What the certificate actually means
- It is specific to the area removed. Not the whole building, not the whole property. The boundary of the clearance is the boundary of the removal.
- It is issued by an independent party. A licensed asbestos assessor, not the removalist and not the demolisher. Independence is what makes it worth anything.
- It follows a visual inspection first. If there is visible debris, nothing is sampled until the area is cleaned again.
- On friable work it follows continuous monitoring. The air is monitored throughout the removal as well as at the end.
- It is the gate for the next stage. Demolition does not begin, and a building is not reoccupied, until it is issued.
- It outlives the job. Keep it with the disposal dockets. Together they are what proves the property was handled properly.
What we need to quote it
- The address
- So we can look at access and what is around it
- Photographs
- One from the street and one of the work itself
- Any reports you hold
- Hazardous materials, structural, survey or levels
- Your dates
- What has to be finished by when, and what is waiting on it
We attend the site before quoting anything substantial.
Clearance is what lets the machine start
On a knockdown, the clearance certificate is the gate between the asbestos work and the demolition. It is why the survey happens first and why the sequence cannot be reordered.
